According to an NUC brief NUC/AP/89 of May 20 1999, Academic Planning and Control Unit was established in Nigerian Universities in the early 1980s in response to the following needs:

1. To coordinate and streamline academic policies and activities for Nigerian University System
2. To address the problem of data collection and management so as to guide orderly academic development of each university
